Winters is a professor and chair of the Educational Leadership &amp; Policy Studies Department at BU Wheelock College of Education &amp; Human Development. He is also faculty director of the <a href=\"http:\/\/www.wheelockpolicycenter.org\">Wheelock Educational Policy Center (WEPC)<\/a>.
